Public-release rules
- • Public access is a separate grant from member or Congress/oversight access.
- • A public-release approver must be different from both the human reviewer and the initial publication approver.
- • The exact distribution object version is malware-clean checked again immediately before public release.
- • Revocation removes future IWAC public access but cannot recall a copy already downloaded.
- • Public download authorization auditing stores no IP address, user agent, cookie identity, or request fingerprint.
